Pilsen Quality-of-Life Plan
The Pilsen Quality-of-Life Plan builds on more than a decade of community organizing led by the Pilsen Planning Committee (PPC) and its partners to preserve Pilsen’s Mexican and Latino cultural identity while addressing long-term neighborhood needs. Developed through a deeply participatory process involving over 1,000 residents and stakeholders and more than 80 organizations, the plan identifies seven priority areas—including affordable housing, economic stability, education, arts and culture, public safety, and community health. It offers actionable strategies, several of which are already underway, such as the creation of a local business council and a community education center. Designed as a living document, the plan is intended to adapt as community conditions and priorities evolve.

Pilsen Existing Conditions Data Report
The Existing Conditions Data Report, developed by the Great Cities Institute in partnership with the Pilsen Planning Committee, provides the analytical foundation for the 2016 Quality-of-Life Plan. The report examines demographics, housing, the local economy, workforce trends, and community institutions to contextualize planning decisions. It highlights Pilsen’s strengths as a historically Latino neighborhood—its strong cultural identity, transit accessibility, proximity to downtown, and relative housing affordability—while documenting pressures related to displacement and inequity. Together, the data report and Quality-of-Life Plan offer an integrated, community-driven framework for equitable neighborhood development.
