Tax Increment Financing Report News Conference

The news conference highlighted a new UIC Great Cities Institute report, titled “Chicago’s Runaway Development Tool: Who Paid and Who Gained from 40+ Years of Tax Increment Financing,” examining more than 40 years of Chicago’s use of Tax Increment Financing (TIF). Researchers presented findings showing that TIF has generated billions of dollars while contributing relatively little to property-value growth, increasing property tax burdens citywide, and directing a disproportionate share of spending toward downtown and nearby neighborhoods. The event also focused on recommendations for greater transparency, stronger oversight, and redirecting more public resources toward essential services, small businesses, and historically underserved communities.
