Jim Lewis, Ph.D. is a Senior Research Specialist for Great Cities Institute. He has 30 years of experience in policy research in the Chicago region and is currently Co-Chair of the State of Illinois Budgeting for Result Commission leading cost-benefit analysis across all state programming. Dr. Lewis led workforce development, policy advocacy, justice reform, program evaluation, and human services grant-making at the Chicago Community Trust. He helps in the identification of funding opportunities and participates in the development and preparation of proposals/applications for research funding as necessary to fund or initiate research or special projects. Dr. Lewis assists and advises GCI research staff on data analysis and methods. He holds his Ph.D. from Northwestern University, where he was a Hearst Fellow in American History.
